Present position £ºNINGBO MSA>> Basic Responsibilities  
 
1. Taking charge of maritime navigation safety, oceanic pollution prevention, and supervision of law enforcement in the water areas under the jurisdiction.
2. Coordinating, delimiting, examining or approving anchorage domestic or provisional, safe operation zones, and such areas as for ships turning around, aquatic breeding, sand excavating, pilots boarding, water tour and sports competition.
3. Examining and supervising the use of coastline concerning maritime safety, construction projects in waters, and approving ships engaged in construction.


4. Taking charge of patrolling in waters, administration of vessel traffic surveillance, and supervising the implementation of the compulsive piloting system.
5. Checking for approval to salvage of wrecked boats and sunken goods and clearance of navigation obstacles, and releasing navigation warnings and navigation notices.
6. Subject to authorization, carrying out examination, evaluation and certification of seafarers and inland-river mariners of grade C and grade D, and approving and issuing of sea sailor¡¯s passport and exit permit.
7. Taking charge of seaman¡¯s registration of navigation companies, and examining, approving and issuing seaman¡¯s records.
8. Taking charge of registration and examination of dangerous goods carriers for domestic shipping, and issuing relevant legal certificates, operation manuals and other documents. Accepting registration application for international shipping and making the first examination.
9. Checking for approval to international ships entering or leaving the port, and working sites for loading and unloading outside the port.
10. Implementing Port State Control and maritime safety inspection of international navigation ships with Chinese or foreign nationalities, and examination of anti-pollution equipment and documents or files concerned.
11. Carrying out investigation of maritime traffic accidents caused by Chinese ships, involving three or above persons died, and winding up the case concerning dead persons below three.
12. Approving oil spilling emergency plan of harbors and loading-or/and-unloading sites under the jurisdiction area. Organizing and coordinating emergency actions for pollution from ships, and carrying out the investigation of the accidents.
